Louis Berger Services is currently looking for a full-time Permit Manager to performing inspection, management and administration of permits under a roadway operations and maintenance project with the Florida Department of Transportation (FDOT), District 6 (D-6). The Permit Manager plays a key role in the project management team performing services for the FDOT. This position is located in Miami, FL.


**This position is contingent upon award of contract.**


  • Manages the permit life-cycle—coordinate, process, administer, and inspect permits on roadways under an Asset Maintenance contract with the FDOT.
  • Enter all permit related data into the Company’s internal and client’s permits tracking systems.
  • Process all permits expeditiously as required by Florida Statutes and F.A.C., including utility, driveway, special use, drainage, house moving, road closure and landscaping permits and all necessary paperwork involved.
  • Track all permits and regularly report permit status to the Project Manager and/or the client.
  • Represents the company in interactions with permitee and the client in office and field environments and providing information to the FDOT.
  • Review plans as submitted by the applicant for roadway and right of way encroachment.
  • Field inspect all construction activities resulting from approved permits on the roadways, structures, and facilities covered by this contract, during and after the construction to ensure conformance with regulations and specifications.
  • Perform and document field inspections to determine the acceptability of the Contractor’s work methods and work product.
  • Ensure permitee adheres to approved permit requirements and FDOT regulations and standards.
  • Coordinate and attend all post-approval meetings and inspections. Obtain all project certifications and final (as-built) plans in accordance with department procedure/ FAC requirements. Electronically upload all plans into the DOT database.
  • Demonstrate good safety practices and establish work areas compliant with OSHA safety standards and practices.
  • Read and interpret plans, specifications, design standards and manuals.
  • Analyze, interpret and plot survey data.
  • Communicate technical information effectively, verbally and in writing.
  • Work in all environmental extremes such as heat, cold, rain, etc.
  • Perform other duties as assigned by management.


  • High school graduate or equivalent.
  • At least three (3) years of experience in transportation maintenance, construction inspection or similar field.
  • Holds a current Advanced Maintenance of Traffic (MOT) Certification or able to obtain within 30 days.
  • Demonstrated ability to perform mathematical calculations and interpret contract and plan technical specifications.
  • The ability to communicate effectively in English (verbally and in writing).
